Subject: Bournemouth beach - how surprising is this?

It is surprising that people drive so far to get to Bournemouth beach. It is almost as if the Government had condoned long trips that could be avoided.
It is surprising that people mix so closely together. It is almost as if the Government had signalled that the crisis over by dropping daily Press briefings.
It is surprising that people do not take responsibility for their actions. It is almost as if the Government thinks that a fairy story in a Rose Garden or a release of documents can obscure the original offence.
It is surprising that people cause so much public money to be wasted. It is almost as if the government condoned wasting £900,000 on a vanity paint job.
What can people be thinking of?
